Poltava Petroleum Company Donates a Social Taxi to Drabynivka Community, Poltava Oblast

JV Poltava Petroleum Company (JV PPC) has donated a car to the Social Services Center
of Drabynivka Village Council. This will provide the community with its own transport, thereby
rendering social support much more accessible.

Drabynivka Territorial Community in Poltava Oblast consists of 16 settlements located a
significant distance away from the community center. Owing to the lack of regular transport
links between the community’s villages, access to social support agencies, Administrative
Service Centres and other public services is often impossible. The situation is particularly
critical for people with limited mobility.

As of 18 December 2025, 87 elderly people, disabled, internally displaced persons and other
representatives of preferential categories are registered in the community. In addition, the
community is home to 929 retirees, participants in the liquidation of the consequences of the
Chernobyl nuclear disaster, and veterans of the war against Russia. Some of them are
unable to reach community institutions on their own due to the state of their health. That is
the reason why Drabynivka Village Council submitted a request to PPC to purchase the
“social taxi” for the Social Services Center.

The car will enhance the Center’s outreach working model: social inspections, needs
assessments, the delivery of technical rehabilitation equipment, humanitarian aid or care
items can be carried out more quickly and systematically. In cases where the transportation
of an individual to an institution is urgent, their safe movement is required or an escort is
necessary, the community now disposes of its own transport and is no longer dependent on
third parties.

“In such cases, the Social Taxi may well represent the only real opportunity to access the
necessary services or assistance to ensure a decent quality of life. This is essential for
Drabynivka Community as they have no access to public transport, and for people who have
health conditions. I am personally delighted that the capabilities of the Social Services
Center will now expand significantly,” says Vitaliy Dorogan, CEO of PPC.

PPC provides ongoing support to communities in Poltava Oblast, including vulnerable
groups. Since the beginning of the full-scale invasion, PPC has donated hundreds of millions
of hryvnias to support the Armed Forces of Ukraine and social initiatives.
